Hi, i am building a new intel i7 PC for Cubase and a 42" PQLabs touchscreen with another 24" monitor on the side. How much memory should my video card have, and how fast should its processor be ?
Thanks

Hello!
Dual monitors may work even onboard, but from my experience a good video card can speed up your work. Many video card have support up to 4 monitors. I recommend you at least 2gb. Preferable 4 or more. You don't want to buy video cards every year. Nvidia have some good new video card ex: 1060, 1070, 1080 (asus, gigabyte, msi, etc) even AMD. Depends on your budget but an i7 deserves at least a gtx1060. (GTX 1060 work on 4x1080 monitors without problems, if you want 2k or 4k.. you have to raise your bet

I would like to use a passive/fanless card for silent operation. After much research I narrowed it down to this one:
XFX RADEON 4GB DDR5 1220MHz RX 460 Heatsink DP HDMI DVI Graphic Card RX-460P4HFG5

My 2nd choice was a 2GB fanless EVGA Nvidia 730 chipset card.
Thanks

Well, in that case the RX 460 would be a better choice for you. (4GB DDR5) I mean, both works. But a low video card may bottleneck your system and give some slow down. In this business, speed is the key.
