Installed 2018.3 and DTouch is working properly so far.

UPDATE:

There's a banking bug in 2018.3 that causes the Pro Tools mix window to not follow DTouch's banking commands. Works most of the time but sometimes not.

Please contact the Support Team at support@deviltechnologies.com indicating your exact macOS version, Pro Tools version, and DTouch for Pro Tools version.
In addition, it would be useful to know how to reproduce the bug (for example: "DTouch always fails to bank Pro Tools when banking left when starting from Track 20 of my project", and attaching the project file to the email)

DTouch for Pro Tools is not yet declared compatible with Pro Tools 2018.3; however we haven't found any issue with banking so far.
